Without the shamrock, these simple goodie bags would be perfect for a rainbow party.  Or even a special lunch bag for school or a field trip!

It really doesn't get much easier.  Use a low temperature hot glue gun to glue a stripe of the rainbow crepe paper down the center of the white lunch sack.  Glue a shamrock decoration on top.  You're done.

I found these sparkly plastic shamrock decorations at my local Michaels.  I didn't see anything particularly similar on Amazon, but foam shamrocks or stickers would also work.  You'll definitely be able to find some sort of appropriate shamrock-shaped item at the dollar store, or a craft store, or a party store around St. Patrick's Day.

I got my daughter to do some little Lucky calligraphy for me on some of the bags.  Her handwriting is nicer than mine.  ;-)
